Mix in a bowl: the flour with the unsweetened cocoa powder, salt, and baking soda.
In the bowl of a mixer, mix room temperature butter with sugar at medium speed.
Add room temperature eggs with vanilla extract, mix until well combined.
Reduce the speed to minimum и gradually add the flour mixture.
Transfer the dough into a pastry bag and form cookies of 1.5-2 cm, leaving space between them.
Sprinkle with sugar to taste.
Bake for 13-15 minutes at 170 °C, or until cracks appear on the surface.
Take it out and let it cool completely.
Spread about 1 tablespoon of half-boiled condensed milk on half of the cookies, cover with the remaining cookies, and gently stick them together.
